Hasan Akgün

"He was born in 1957 in Araklı, Trabzon. He graduated from Istanbul School of Foreign Languages in 1979. From 1979 to 1988, he participated in the training programs of the Middle East Public Administration Institute on “Urbanism and Municipality Management” and received training in the increasingly-important concept of “urbanism and local democracy.” In 1981, he served as Co-Founder and Deputy Manager at Küçükçekmece Municipality Branch Directorate of the Istanbul Metropolitan Municipality. In 1984, he took part in the establishment of Bakırköy Municipality and the organization of all its units as part the Metropolitan Municipality system, which was implemented for the first time in Türkiye with Law No. 3330. In 1986, he was appointed as Deputy Mayor of Büyükçekmece Municipality. From 1989 to 1993, he examined the structures of local governments in France, Germany and Belgium, and produced a large-scale study by comparing them with Türkiye. He received his master's degree from Istanbul University Faculty of Business Administration with his thesis on “Universal Development of Municipalities and Analysis of their Budgets” in 1992, and received his doctorate degree from Istanbul University Institute of Marine Sciences and Management with his thesis on “Büyükçekmece in the Urban Development Process” in 1996. Starting from the 1994 local elections, he was elected Mayor of Büyükçekmece six times in a row in the elections held in 1999, 2004, 2009, 2014 and 2019.
